The Process of HSE Certification Audit

It is generally divided into two stages:

namely the initial audit and the formal audit.

For enterprises that pass the audit, the HSE Certification Center issues a certification certificate and certification mark.

Details are as follows: HSE management system certification is a process based on audit criteria, where an accredited certification body conducts certification and certification assessment of the applicant's HSE management system, confirms the compliance and effectiveness of the applicant's HSE management system, and issues a certification certificate and certification mark. The basic process of certification audit implementation includes six aspects: application and acceptance, pre-audit, certification audit, tracking of corrective actions, approval and certification issuance, and post-certification supervision.

Application and Acceptance for Certification

1. Submitting an Application

Enterprises that meet the basic conditions for HSE management system certification and wish to be certified should submit a written application to the certification body. Enterprises applying for HSE management system certification must meet the following basic conditions:

(1) The applicant must have independent management functions or be an independently accounted entity;

(2) Have established an HSE/OSH management system in accordance with the SY/T6276-1997 standard, including occupational safety and health management system standards, implemented and operated for at least three months, and completed at least two internal audits and one management review;

(3) No major accidents (industrial, traffic, fire, pollution, occupational health) in the current year, with the mortality rate per thousand and serious injury rate per thousand meeting assessment standards over the past two years, and other safety, environmental, and health indicators meeting standards and complying with national and local requirements.

2. Documents to Be Submitted by the Applicant Organization

The applicant organization should submit the following documents to the certification body three months before the intended certification audit for the certification body to assess whether the applicant organization meets the conditions for certification audit:

(1) Written application for HSE/OSH certification, including the scope of certification;

(2) The applicant's agreement to comply with certification requirements and provide information necessary for evaluation;

(3) Copies of proof of independent management functions or independent accounting entity (e.g., business license) and relevant human and technical resources;

(4) Process flowcharts of main activities, products, and services;

(5) HSE/OSH management manual, procedure documents (including operational documents and record lists); if necessary, submit operational documents;

(6) Initial evaluation report on health, safety, and environment (including a list of major hazards and impact sites);

(7) Prepared project HSE operation plans and risk assessment report lists;

(8) Proof from the superior authority that no major or above accidents have occurred in the past two years.

3. Acceptance of Application

Within one month of receiving the application materials, the certification body will decide whether to accept the application and develop an audit plan. It will review the application materials to determine whether the enterprise meets the conditions for certification audit. For enterprises that do not pass the review, the certification body will notify them to make supplements or corrections; if conditions are not met, the certification body will issue a notice of non-acceptance and explain the reasons. For organizations that pass the review, a notice of acceptance will be issued.

4. Contract Review

After the application is accepted, both parties sign an HSE management system certification contract. The certification body should review the conditions and requirements proposed by the applicant to ensure:

(1) The certification body's requirements are clearly defined, documented, and understood;

(2) Any misunderstandings between the certification body and the applicant organization have been resolved;

(3) The certification body has the capability to conduct certification within the intended scope and activity sites and can meet other specific requirements of the applicant (such as the language used by the applicant organization, the specialties involved in the certification scope, etc.).

5. Responsibilities of All Parties in Certification

During the certification process, the responsibilities of all parties should be clearly defined.

Enterprises in industries such as PetroChina and Sinopec, including natural gas pipeline production, installation, petrochemical product production, sales, equipment manufacturing, electrical engineering, construction, construction supervision, design, transportation, logistics, exploration, and drilling, can implement HSE certification.
